1 Plan for Partnership in Ministerial Remuneration
- Car Allowances
1.1 Each year the Maintenance of the Ministry
Sub-Committee issues recommended mileage rates for use where a
minister/CRCW drives a privately owned car on the business of the
Church. Those rates are not to be exceeded.
1.2 It has been recognised for some years that
an additional sum may be required to cover the shortfall between the
reimbursement allowed by the mileage rates and the real cost incurred
including, in particular, the annual costs of depreciation, insurance
etc. Any such additional payment must be made through the central
payroll system in the form of a Fixed Car Allowance. Recommended
levels of that allowance are issued by the MoM Sub-Committee.
1.3 There is widespread concern about the
operation of the allowances - some ministers are paid allowances in
full, some in part and some not at all. The MoM Sub-Committee takes
the view that, having in mind the large number of ministers who use
their own cars and the level of reimbursement, the recommended mileage
rates should be applied in all cases: and that the Fixed Car Allowance
should be paid at the recommended rate. This is now included in the
Plan, para. 6.3.4.2.
2 Pensions - Stakeholder Pensions
2.1 This provision is required for ministers
who are ineligible for membership of the United Reformed Church
Ministers' Pension Fund. Acting on the advice of the Church's
Independent Financial Advisors, an arrangement has been made with
Friends Provident to act as Stakeholder Pension provider for the
Church. Notices have been issued to all those for whom this
arrangement is required.
